The state's car insurance regulations
Arkansas is a tort state, which means that drivers bear financial responsibility for any damage and injury they cause in an accident. The state's auto insurance laws require liability insurance to help cover these expenses.
Like in every other state, there are set liability minimums that apply to each required type of coverage. These are $25,000 per person for injuries you cause to the other party, up to $50,000 for all, and $25,000 for any damage that you cause to the other driver's car and/or property. However, insurance experts recommend carrying higher levels of coverage.
The state's auto insurance laws also allow drivers to purchase coverage for some "first party benefits". These include compensation for medical expenses, loss of income and accidental death. They are not large policies, but they do apply to every accident regardless of fault.

How the state's auto insurance premiums are set
The price of auto insurance is decided by the behavior of the state's drivers as a whole. Arkansas auto insurance companies take the cost of insuring all drivers (this includes settlements, legal fees, and administrative fees) and divide it among all of the state's drivers.
Of course these costs aren't spread around evenly. Instead, the percentage you pay is decided by things like your driving record, your age, your location, and the kind of car you drive.
The thing to always remember, is that not all insurers figure their percentages the same way. This means that they will charge different rates on the same driver.
